Step 1
Mix the sifted flour with salt, vegetable oil and gradually pour in the water to knead the dough. Wrap it in foil and put it in a warm place for 40-60 minutes.

Prepare the filling. Chop the chili peppers, cilantro, onion and combine with the minced meat. Add salt and pepper and mix thoroughly.
